ASEAN-Japan Comprehensive Economic Partnership

Japan is one of the world’s largest economies, ranking among the top globally, with a highly advanced industrial base in automobiles, electronics, machinery, and high‑technology sectors. It remains a key economic and development partner for ASEAN, with a longstanding relationship dating back to 1977 and elevated to a Comprehensive Strategic Partnership (CSP) in 2023.

ASEAN–Japan relations are deeply integrated, supported by the ASEAN–Japan Comprehensive Economic Partnership (AJCEP), signed in 2008. The agreement covers:

  • trade in goods, with broad tariff elimination across most tariff lines
  • rules of origin, facilitating regional value chain integration
  • dispute settlement mechanisms
  • cooperation in services, investment, and economic development

The AJCEP has since been enhanced, including the incorporation of additional chapters on trade in services, investment, and movement of natural persons, making it a more comprehensive and modern agreement supporting deeper economic integration.

Japan remains one of ASEAN’s major economic partners. In 2024, total two‑way trade between ASEAN and Japan reached US$236.4 billion, while FDI inflows from Japan into ASEAN amounted to US$17.5 billion, placing Japan among ASEAN’s top trading partners and investors.

ASEAN–Japan cooperation extends beyond trade and investment to a wide range of areas, including:

  • infrastructure development
  • industrial upgrading
  • digital transformation
  • green and sustainable investments

Japan continues to support ASEAN through technology transfer, human capital development, and supply chain strengthening initiatives. Mechanisms such as the ASEAN–Japan Centre (AJC) and AEM–METI Economic and Industrial Cooperation Committee (AMEICC) play important roles in promoting trade, investment, and industrial collaboration.

The partnership is further reinforced through:

  • upgrades to AJCEP
  • the Regional Comprehensive Economic Partnership (RCEP)
  • ASEAN-led platforms such as ASEAN Plus Three (APT)

In addition, the Future Design and Action Plan for ASEAN–Japan Economic Co‑Creation (2023–2033) sets out a forward-looking agenda focused on innovation, connectivity, sustainability, and human capital development.

Overall, ASEAN–Japan relations have evolved into a highly integrated partnership, with Japan playing a central role in ASEAN’s economic development, industrial transformation, and integration into global value chains.
