ASEAN Regional Investment Promotion Action Plan
The ASEAN Regional Investment Promotion Action Plan (RIPAP) 2025–2030 is the strategic blueprint guiding Invest ASEAN.
It aims to increase foreign direct investment (FDI) in sectors critical to ASEAN’s sustainable development by positioning the region as a unified investment destination.
Aligning the efforts of ASEAN Member States and leveraging their complementary strengths, RIPAP promotes integrated value chains, cross border collaboration and coordinated investment promotion.

RIPAP is implemented by ASEAN Member States through their Investment Promotion Agencies (IPAs), under the supervision of the ASEAN Coordinating Committee on Investment (CCI) and, in coordination with relevant national ministries and agencies.
Implementing IPAs include:
RIPAP informs the ASEAN CCI work plan for 2025–2030 and guides its progress. It includes key performance indicators related to regional cooperation on investment promotion and attraction efforts, which are reported annually to ASEAN Economic Ministers.
Implementation is supported by ESCAP’s ASEAN Green Investment Catalyst (AGIC) programme, which is strengthening the institutional capacity of IPAs and enhancing their project offerings at regional and national levels. The programme is funded by the UK Mission to ASEAN through the ASEAN-UK Green Transition Fund.
